The difficulty an enemy faces in executing a surprise attack on their adversaries usually comes down to three factors. Timing, resources, and effective communication.
Of the three, communication throughout large batches of enemy fighters is the most important. Through ancient times, only trusted allies or encoded messages were used to pass along instructions for units moving to target.
In the pre-Uplift era, mankind developed SCIFs, secure compartmentalized information facilities, where no networked communication was allowed and only highly trusted and vetted people could enter. Walking into a SCIF meant giving up your mobile devices, having your person and belongings scanned, and then only being allowed to enter with what you needed for the meeting.
On more than one occasion, Dark Ops used SCIFs to keep their operations from leaking out into the Intel community at large, thus preventing leaks by less vetted Repub officers (many of whom were points). By keeping their information secure, the Kill Team Leejes could plan for difficult missions with minimized risk, thus able to prosecute a target with proper timing and resources.
During the Troubles, Captain Keel’s reluctant coder Garret received a coded contact from an old slicer buddy, keying them into a new communication’s node. Something similar to the legion L-comm, hiding within normal communications. Like the modern day Undernet, or DarkNet, this string lay camouflaged and unreadable throughout the wider comms arrays, allowing for some group or another to pass comms back and forth without detection.
Working on the string, Garret decoded the architecture and broke into the comms to discover the snakes hiding deep within the grass of the Republic, He contacted the coder and advised his pal to go dark, as networks like the one they found could easily get a guy killed.
Passing the code to Captain Keel, the former Leej turned bounty hunter used the information to aid the legion in its bid to free the galaxy.
